No, this was a targetted thing, with an accompanying accusation of malevolence. And there were some other nicks associated with it that I was familiar with. The scum does have an Undernet CService user name, and that user is banned from my channel. And any appearance of said scum in my channel without being logged in will be met with bans as well.
